How to restrict publication recipient list in publication feature?

We have requirement to restrict the publication feature to the specific list of recipients list. Please help us.

But if you restrict this, then how you will get a recipient list? What is use case of same.

We don't see refresh Ui action that you mentioned in screenshot in our instance. 

when we are publishing the publications. each time it populates the publications recipient lists for around 40000+ records however we have around 10000 active users.
We need to restrict this for only around 10000 active user only.
