How to sent bulk attachments to Servicenow through soap webservice

We have a requirement where we need to move bulk attachments to respective records through soap web service..

Will it really possible to move bulk attachments through soap web service? If yes can anyone help me with the necessary steps?

where are the attachments stored?

Will 3rd party send data for attachment or you will be picking it up from some FTP or SFTP server?

Without knowing much details around the business requirement and the above cannot comment whether SOAP will be suitable or not
