We are new to ServiceNow. I have set up 3 knowledge bases and populated them with articles. I added terms to the meta field on each article, however they do not display when searching from the knowledge base page. I have separated the terms with commas and each term on a separate line without success. The articles are published.

jsh,
The above link provided by Moy should give you good information.
If I understand you correctly;
The Meta terms will not show in the Search results, as they are hidden from users, but the articles with the Meta should show when typing the Meta in the search box.
If I was wrong and articles with Meta are not showing when you search that Meta, then perhaps your Meta field is not being indexed. Just a guess. I'm a KB Admin/user, NOT a ServiceNow Admin.
