What role is required to create a CI?

Which role is requried to create a CI in cmdb table.

For ITIL role, will the NEW button is visible or not?

ITIL role will have New button Visible and they can create CI record.

But when i am impersonating an user who is having the role of ITIL , i cannot see the NEW button over there.

What will be the reason for not shoing the button?
