HTML Text area hidden once field become read-only

Hello,
Recently we have upgraded to Vancouver from Utah. We have multiple OOTB HTML fields on the form. We are showing this fields on custom service portal using <sp-model>. Once data is filled in text area of HTML, then it submitted it becomes read only.
For some users, they are not able to see field value (text area). They can only see question (field name).
It's working fine in Utah version.
in edit, field value is visible -
In non-edit , it's not visible.

Check teh ACL or skipped record. Something is not fully upgraded.

Thanks for the reply. We have checked all upgrade history and newly added properties for HTML but no luck.
This issue is replicable for some users in Google Chrome and for all users in Microsoft Edge browser.
