I think tree picker or hierarchy is not supported in portal

you will need custom logic for that

Hierarchical Department picker to use as in catalog variable macro

In native view you can add attribute called tree picker for reference field but its not available for service portal you might have to customise it , found a similar article you can refer the below article,
