I heard back on the Case I opened with ServiceNow. Never even noticed it but on your record insert test step just uncheck Enforce Security.

My general thought for a workaround would the the follow.
1. just make the ACL inactive.
or
2. Set the acl to have admin override and do the inserts before you impersonate a user.
I also put in a case with now support as I'm going to upgrading my dev and test to Rome on Friday to see what they say.

Hi
Thank you so much for taking time for me and speaking to ServiceNow.
Where can I find the 'enforce security' option to uncheck it?
Regards

It should be in the test step configuration. I had attached a screenshot.
