Incident Fixed By Change Related list in change request form

As an ITIL account when i try to add multiple incident records in Change request via "Incidents Fixed By Change" . I am una ble to add those incidents.

But if I open incident and add change in incident i am able to add change.

Need help on this. Why an ITIL user is not able to add multiple Incident records in change request via "Incidents Fixed By Change"

This is likely an ACL issue, is the incident in a closed state? Have you added an ACL to allow the user to write to the fixed by change field?
