Hi,
Yes business rule run when record is inserted/updated/deleted etc and they run in real-time
Example: if your Before BR is setting some value in some field before update; once user saves user can see the field changed in read-time
Asynchronous BR are processed in background and it may take time for changes to reflect for them

Hello,
The condition of the business rule is based on a field, which is updated by a real-time . The field that is updated in real-time works as supposed.
If we change something in BR, that BR get executed, then we can see that field value change in real time.

No, Business rule is not real time from servicnow perspective
all the monitor related activities called real time.
