Is it possible to set not to send notifications to specific users?

I would like to set it in a test environment. Is it possible to set not to send notifications to specific users?

I have an account and email address for a particular user, but I'm looking for a way to stop notifications to those users.

In the user profile, there will be a 'Notification' checkbox you can un-check it to disable notifications

You can disable it in the list view as well
