We are looking to implement a solution which would allow our Change Managers to override system approvals to progress Change Workflows in the event that a Business Approver tied in to a specific configuration item already provided their approval manually (via email most of the time),=.
Reason for this is because not all business approvers have itil license but they would certainly gain the approval role.

Greetings Jayr,
You would want to do something a bit more granular than Sachin suggested of granting approval_admin. You should create a role, and grant ACL's for that role to approve approval records that are associated with changes that meet any other restrictions you need.

Change Manager need to have approval_admin role to override business approvals in change request.

I have created a custom role and a new ACL below but the user with the role is unable to approve the Change Request. I also added it to the role list instead of in the script and user is still unable to approve. Any suggestions?
When they try to right click and approve they get this popup.
