ITIL User can't request a Standard Change

My ITIL users can create "Normal" and "Emergency" changes just fine.

I have created a new "Standard" change template, but when they try to select the Standard change from the list, they get the "not authoized" message.  I even gave one a "change_manager" role, but that didn't help either.

I figured this out.

When I looked at "Standard Changes" in the Service Catalog, I noticed that I had previously put a group under the "Availalbe for" tab. This Group has the "change_manager" permission, which means they all inherited this persmission.  But all my ITIL users I needed weren't in this group.  Even when I manually assigned the role (not inherited) it still didn't work since I was only allowing "group" access.  I have changed this behavior to allow for anyone with the "change_manager" role now.  So when someone is added to my group and they get this permission, it will work for them.

Try activating the Category "Standard Changes" under the Catalog "Service Catalog" 
Please go to the 'sc_category' table to activate the "standard changes" category.
