As per the documentation provided in below link ITIL users should be able to click on rota and schedule time off, however when I impersonate an ITIL user and try to click on it I do not see the button to schedule time off. Is this an expected behavior ?

For anyone coming to this document to find out what the property is that fixes this, you must set com.snc.on_call_rotation.pto.approval.required to true.

ITIL role should be able to do it. Try giving it rota_admin and rota_manager roles. Which version are you on?

Hi Rohan, Thank you for your response. I was able to figure this out apparently there is a system property which has to be set to true in order to use this functionality.
