Hi,
if a ITIL licenses is assigned to a user.
and later if that user is made inactive.
does servicenow counts the ITIL license for the inactive users as utilized or it is nullified.

I asked that question of my account team a while back. I don't normally deactivate users. If memory serves, the answer was deactivating frees the license. You can test this easily enough on a test user. Give that user a license and check the used license count. Deactivate and check again.
You can easily check the counts by either sys_user_has_role.list and then filter role = itil or something similar in reporting.
Hope this helps.

I just tested my earlier reply and when I unchecked Active for the user, the number of user with the ITIL role (how SN determines the number of licensed users) went down by one.
