Lock icon still visible even after hiding it in dictionary

I want approval groups field to be unlocked by default while opening/ creating a change request. I have added an attribute start_locked=false in the dictionary entry of approval group.

It's working, but the lock icon is not disappearing. I do not want the lock icon as highlighted in image below.

How to hide the lock button as well?

Yes, I did, it's still the same but I noticed that when a change request form is loading, this extra lock icon doesn't appear (it looks as expected) but once its fully loaded then I can see the extra lock icon.
