Multiple group approvals created from change approval policy but gets set to No longer required

I am facing same issue as mentioned in https://www.servicenow.com/community/itsm-forum/multiple-decisions-in-a-change-approval-policy-creat... "Multiple decisions in a Change Approval policy create multiple group approvals as expected. But when one group approves, it sets all the other groups to "No longer required"."  followed the solution in the post and set Mandatory to true on all "Approval definition" I am using but that dint fix the problem. 

 

When in Assess state I want approvals from 3 separate groups. I have 3 decisions, one for each approval group, and Approval Definition in the Answers field. The approvals are getting attached to the change correctly but when first group member approves the change all other group approval are getting set to 'No longer Required', same thing happens when I am in Authorize state and want to send approval to multiple group. I am using flow designer for the approval, I would also like to also know if we can trigger multiple approval in Authorize state or it has to be one approval only and to CAB group?
