Need to copy the attachments from one task to another task

I have 3 tasks under one RITM.

Scenario 1: The attachments that we made in the 1st REQTSK should be copied to the 2nd REQTSK.
Scenario 2: Then the attachments from the 1st REQTSK and 2nd REQTSK should be copied to the 3rd REQTSK.

Can Anyone please help me with this?

I had used workflow.scratchpad Variable to copy the attachments from 1st REQTSK to 2nd REQTSK. It's working fine. But the scenario 2 is not working.
