Hi All,
I need to restrict Satndard change templetes if the Assignement group is XYZ, that standard change templete is visible only for XYZ group members, if the Assignment group is Empty it should be visible to ITIL users.
Can any one help me on this.

Only way I'd do this is if groups were currently and perpetually picking the wrong Change Template and forcing do-overs of the process.
I've found groups naturally "want" a "only my stuff" approach to the entire platform, but more often than not that small convenience is not worth the build needed to provide it. In other words "Show me the damage being done before we justify the effort"

The problem here is that Standard Change Templates have no existing link to group. They are things that exist, not things that exist in the context of a group. To add that feature will be to modify the Standard Change Template table. That's not advisable since its altering a ServiceNow building block.
If a gun was to your head, the *simplest* way is to add a reference to group on Standard Change Template table, then add a simple reference qualifier where-ever standard changes are selected.
And then document that **** like your life depends on it, because that's the kind of invisible change that will drive future ServiceNow experts at your org bananas.

Hope you will be using the Record Producer for Standard change template
use the "Available For" section to select the group to which the template should be accessible
