Hi,
Not able to change the State and not able to Update Additional Comments and Work notes on the Incident Form.
State, Assignment Group, Assigned to and Short Description are moved to "read-only" state as soon as the State is moved to "Awaiting Vendor"

Hi, a couple of partial screenshots do not really aid remote diagnosis, but I do not see this behavior in an OOB PDI, although it may be behaviour from a plug-in.
Have you checked UI policies and client scripts?

Hi Tony,
If you see the "Activity Log" there is no option to add additional Comments and Work notes and rest of the fields became read-only.
I have checked the ACL's, UI Policies and Client Scripts they were not any records which are Updates in last two days.
How can I check and resolve this issue if its coming from Plugin?

Could see you commented that ACLs, UI Policies & Client scripts were checked but when does it occur as soon as State is changed to Awaiting Vendor or when form is saved?
In anyways it has to be client scirpt or UI Policy or ACL as I do not see any OOB configuration over this.
Are you sure it happens for only State change to Awaiting Vendor & not other states?
Did you check for all possiblities?
