ORDER GUIDE SEQUENCING is not working as expected

Hello 
I've requirement of sequencing order guide with 3 offers (A, B, C).
Requirement :

IF last cat-item of offer A gets closed complete,  B should get open, C should be Closed skipped

IF last cat-item of offer A gets closed skipped/closed incomplete,  B should get Closed skipped, C should be Open.

 

we're using same workflow of all three offers.
can anyone guide me??

Please check if the "Cascade Request Approval to Request Item" Business Rule is customized.

If yes, please revert it back to OOTB.
