Override dependent for dictionary override is not working.

Hello, 

I have a custom application on which i am using "Assigned to" field from task.  I don't need any resolver group for the same. So I need to create a dictionary override in custom application scope and click on override dependent checkbox. I followed these steps but still it is not allowing me to save the record saving "Assignment group cannot be empty". Please find the screenshot below.

Please let me if anybody has faced the same situation before and how to overcome this?

current servicenow instance version - Jakarta

Does the Assignment Group's dictionary entry have its Mandatory checkbox marked? Is there a client script or UI Policy that is making Assignment Group mandatory? 

Hi Tim, nope mandatory checkbox is not checked. Also its a fresh new instance so no client script or ui policy is making that mandatory. I am just concerned that why is not working for scoped application however it is working fine for global dictionary overides.
