Personalize List is not working

Hi All,

We have a custom related list on the custom table and custom scope. In the custom related list we can able to see the

Personalize List and when user click on the Personalize List icon can't see the personalize list columns window.
what could be cause of this issue? Please help me on this.
Note: I have tried different browsers and cache.do, but no luck.
