Thanks for the responses. We have gone down the Plugins route, and established that there is no definitive "for-Fee" requirement. On the Store there too is no definitive statement, suggesting Standard or Professional. But reading between the lines, it seems that Playbooks are available for ITSM standard. But at this time no definitive statement.
