Policy in Servicenow DPR

I have added"all_approval_tasks_are_complete" policy to the phase it showing as not run. and in deployment phase i have added a approval task.

Now i am trying to complete the phase without completing the approval task,it was just asking a confirmation before closing the phase,

after clicking the yes, that phase was completed and moving to next phase. 

 

is it the expected behavior? and i would like to know when policy will run ?

 

NOTE: Policy was active state only.
