Below are my queries on change management OOB setup... please help

How does OOB Blackout Windows and Maintenance Windows set up works and how is it used for conflict detection in the change management process.
Who and how can create new or edit existing windows
Who and how can we add applications/services/ci's to these windows
What reporting is available for this feature.
