Hi,
In Portal i want to see one icon which is All tickets once the user click it will show all the tabs.
Once the user will click on "All tickets" then user will see the below menu.
please help me out how to achieve the same.

You can configure the Portal Header Menu in the Main menu of the Portal record.
1. Open the Main menu
2. Under related list > New Menu Item
Then set type to Page and the page you'd like to redirect to.
