Prevent RITM Survey being sent to Agents

We’ve set up a survey that triggers upon the completion of an RITM. However, we don’t want the survey to be sent to agents within the department.
We’re currently using the query below, but the survey is still being sent to users with the itil role.
What’s the best way to prevent the survey from being triggered for those with the itil role?
