Purpose of state "Closed Skipped" (Request)?

I am curious as to how/when the Closed Skipped state is used for Requests. I have never seen it used so  I simply curious as to how or why it might be used by others.

Hi Richard,

Please find below response:

• Closed Complete : the Request is finished and all tasks are complete.

• Closed Incomplete : the Request is finished, but tasks remain unfinished.

• Closed Skipped :the Requestwas abandoned. Work could not be implemented at all.
