Question Surrounding Foundation Data

I have a question around foundation data. I have worked in ITIL/ITSM systems for more years that I care to admit, and they all have had one basic thing in common and thats a data model to begin with that if you fill out this foundation data, it provides the basis for your entire system. This data model contains people, places, organizations, Support Structure, management structure, etc.. Its a pretty common thing for a vendor to hand to a customer and say, tell me this, and we can have a system up and running for you based on it.
I have been working with ServiceNow for a while now, and I neither see this kind of thing referenced in any support documentation, or anything like this from any of the major Solution Providers. Does it exist? It has to exist, right?
Anyone able to shed some light on it?

Remedy ITSM has all these foundation data defined in a proper structure with templates.As per my knowledge I got from the implementer boot camp,no information on foundation data were available.The implementer boot camp talks about users,groups and roles as a part of initial setup but could not find anything on location,Operational/Prod catalog tiers.
