Record not found error while creating an Incident

I am receiving Record not found error while creating an Incident for a specific caller ID. I also checked that the caller ID is active. what could be the possible cause?

Hi,
is this error coming after submitting the record producer?
Possibly the user who is submitting doesn't have access to that record because of query business rule
did you check with admin user?

Yes, it comes after submitting the incident record but specific to a caller id.

Definitely it is due to a query business rule on the incident table. Check the Query business rule on incident.

If there is any query business rule try deactivating it and check
Did you check it is coming for admin as well?
Is this not coming when you select another caller_id?
