Under system LDAP, create new server- When I select this, it takes me to a long form that seems to create a new computer request along with other options.
When I check the link to the record producer it's trying to reference, the record is not found.
In record producers, there is no New LDAP Server record.
Is it possible the admin before me deleted the record producer?

Sounds like it's been deleted. It's probably easiest just to grab the necessary record producer (and associated config) from a personal dev instance. Here are the files from mine if you'd like to use them. You can just right-click any list header in your system and select 'Import XML' to bring them into your system.
