That's right. A user needs both roles in order to publish a report ('itil' to be able to access reporting application and 'report_publisher' to actually see the button). So if you do not give 'report_publisher' role to anyone, only admins will have access to this feature (because 'admin' role contains all other roles).

No way, try to write a business rule to abort in case u dont want to publish it.

That button is only visible to users who have "report_publisher" role. Avoid assigning that role to your users if you do not want any reports to be published.

Hi,
Users with both the report_publisher and itil role can make a report available by publishing it to a publicly accessible URL. I cannot find an ACL relating to this. I was hoping to make this an admin only option.
