In our Change workflow, we allow the Change assignee to move the Change state from "Test" to "Implementation" when all testing is completed. The assignee will click on a button we created in the form. The Change assignee can change throughout the lifecycle of the Change. How can we report on who the actual person who clicked the button to move the Change to the "Implementation" state? We need to compare that person vs the Dev Lead (another field on the Change form) for separation-of-duty audit purposes? We see the person in the Notes section but difficult to report off of the Notes (unless there is a relatively simple way and I'm not aware). Is the person who clicked on the button captured somewhere automatically?

I think there is no direct way o see this, you can create the metric on state and then find out.
