Report on users that doesn't have read-only ITIL and ITIL role

We have several assignment groups that grant the ITIL role, either directly or through inherited roles. I’m trying to build a report that identifies users who do not have either the ITIL or Read-only ITIL roles. Could someone please advise on which filters would be most effective for this use case?

Create a report on the "sys_user" table with related list conditions as below.

Note:
Change the roles as required.

Although I have applied the suggested method, the results still include users with the ITIL role. The intended outcome is to retrieve only those users who do not possess either the ITIL or Read-only ITIL roles. I would appreciate further guidance on how to refine the query to achieve this.

There is no definition of a "read-only ITIL role" in ServiceNow. In ServiceNow, there is no specific "read-only ITIL role." Read-only access can be applied to specific models, such as incidents or changes.
