Report shows fields value not the label

We have a report where we want to group incidents by category. The report is showing the category values and not the label which is causing issues. Is there a way for us to adjust the report to have the table show the label instead of the value of the category?

 

The report is showing 'Telecom' when we would like it to show 'Unified Communication and Collaboration'.

I'm seeing Labels when configuring a new report like this, only changing the Group by from the defaults in my mostly out of box Zurich PDI:

Is 'Directory Services' a Label or Value?  If you broaden the scope of the report are any bars showing Labels, or all Values?  Do you have Category dependent on another field in your instance?
