Request approval button is missing in change request?

Request approval button is missing in change request? I have check Biz rules, workflow and UI policies. They are Identical to the ones in my dev which working but prod is not. Any help would be appricated.

Yep remove condition of request approval for testing purpose.

Did you satisfy all the conditions in the ui action like type is either standard or emergency and has role itil etc...

I removed it no luck. I am not sure why DEV is working and not Prod.
