It's the date that the requester would LIKE the change to be implemented, but doesn't alway align with actual plans or implementation. I may request a change to be done by June 1, but if there are other competing changes that I don't know about, it could be planned earlier or later, and get implemented at even a different time than what was planned due to last minute events.
