Send All ServiceNow Email Notifications to Alternate Email Address of Users

Hello All,
I have a scenario where I have one alternate email address filed in user table for all the Contractor Users. For all the contractor users, all the servicenow notifications ( for different tables i.e. incident,task etc.) will be sent to the alternate email address of contractors. If the alternate email address is empty then the default email address will be set as an recipient of the email notifications.
What should be the optimal and best approach and solution for this requirement?
