Service Portal Outage without using a cI?

I know it sounds silly and we could use Knowledge articles for this, but we'd like to use the Outage module/widget, without having to create a Business Services or other CI. Could we create a new field, then change the script that references
current.cmdb_ci.getDisplayValue
to current.new.field
or something like that in the Business Rule?
