setting a default view on a change request record

How can I make the view highlighted in the picture, the default view for all users

Hi Edward,

You can either create a View Rule

https://docs.servicenow.com/bundle/vancouver-platform-user-interface/page/administer/navigation-and-...

or modify the Application Menu / Module - which only works if users always access change records from a left nav menu.
