We have a need to create SLA definitions for Outages like what we have for Incidents.

I don't think you can. Outages are part of the CMDB and not extended from the task table. SLAs can only be put on records extended from the task table.

Outages is part of the CMDB and does not extend from task table. You cannot create SLAs on tables that do not extend from task.
