In our product, test, and dev instances when going to Standard Change Catalog this is all we see, comparing to public sandbox this doesn't appear to be out of the box behavior and i expect to see the OOTB templates. I compared the link arguments and they appear identical. I double checked that templates in question were Active. Thoughts? Is this something to send to HI?

Go to Maintain Categories and see if you see this category:"Standard Changes":

This was almost 100% right! Thank you.
Indeed i did have to set the Standard Changes category to Active. But i found that in addition, the other change related categories were also not active so I had to set those to Active as well. But I'm setting your answer to correct as it got me to the solution!
