Static Message Not an Announcement

Hi

Is there a way of putting a temporary static message on the User Portal just above the 

Welcome to our Portal, (Name)

That is NOT an Announcement ?

We want to put a temporary message up but not at the top as it can get lost in the announcements

Hi,

If you dont want to use Announcements then I can think of two options  

1)Create a Custom Widget with static content

2)Static HTML content on the Portal page.
