System diagnostics page is not showing, how to configure the System Diagnostics page?

Hello All,
I can't find the System Diagnostics page in our developer, Test and Production instances.
Our instances are in Utah and Washington.
Generally, if we navigate to System Diagnostics it will show like in the below screenshot.
but in our instances its showing like in the below screenshot, as in PDI system diagnostics.
Can someone help me on this or the ways to configure so that we can monitor the system diagnostics.

From San Diego System Diagnostics homepage is deprecated.
new instances don't have that page.
