Also check the "Applies to catalog tasks" checkbox in the picture provided by Kasi.
Note, that these applies only to the variables of the catalog item, if you would want other fields read only on RITM and or SCTASK, you will need to create another UI policy and policy actions for that purpose.

For this you need to create an Ui Policy and the under the UI policy you need to create the UI ploicy action where you can configre all the fields which you want to make readonly

Hi Animesh,
there is this OOB client script on RITM table which makes all variable readonly in variable editor
check if that is active or not
Name: Variable Editor Readonly
Try similar thing on sc_task table
