Two level Approval in Emergency Change

I need two level of Approval in Emergency Change.

The requirement is:

1. When state change from New to Authorise. The first level of Approval should go to Change Management Group.

Once change manager approves that, then the second level of Approval should go to eCAB Groups.

 

Currently, what I did is, I have create a Change Approval Policies for eCAB, and Change Management Group Approval.

But when state change to Authorise, Approval is going to both the groups simultaneously.

 

Do we need to Modify workflow or Flow Designer. Can anyone help with me in this.

The reason is both the groups has same conditions, in this case try to change the order and test.
