Unable to access Catalog Builder

We just upgraded to Rome on our DEV instance and I went to try and use Catalog Builder to edit an existing catalog item (add variables) and it's coming back saying I am not authorized!
I have the admin role and there is no longer a need to elevate roles, at least according to the pop up box below that appears when I try to do so
I also noticed I can no longer Service Now System Administrator group either.
So were permissions changed in Rome or do I need to add another role to be able to do my everyday sys admin tasks?

Hi
You will need to part of the Group which you were part of before the Upgrade and yes you need to have right roles to access catalog builder.

What roles are they and why are they needed in addition to admin?
I looked through the release notes and added catalog builder admin and catalog admin and still cannot access anything
Point me to the right docs that explain all the roles needed

The role required for catalog builder is catalog_builder_editor, catalog_admin, or admin. Reference: Create a catalog item using a template
Did you try to access the instance in a private browser? sometimes cache messes up things.
