Unable to edit Assigned To field in change request despite having access

Hello Community,
I am encountering an issue where a user with the appropriate access to Change Requests cannot edit the "Assigned To" field.

Can you please let us know the role assigned to the impacted user ? Also, what is the state of the change ?
When you say that you cannot edit the Assigned To field, do you mean that the field is grayed out ? Can you please share some screenshots for better understanding.
