Update set not capturing choice list

I'm attempting to update some values in a choice list. I created an update set and began making the list updates in the update set. Close out the update set when finished and move over to our QA environment. The development update set lists the Customer Updates on the choice list and when looking at the XML, the new values are there.
But when moving to QA, commit the update set, the Customer Updates section of the update set has nothing listed. The new values are not added.
The choice fields being updated are on the Incident table and are of type String. Not sure if the type has to be Choice for them to be properly captured, but we've done this before without issue. Its odd that the dev update set displays the customization but after moving it to QA, its no longer there.
Any ideas what might be causing the issue? Hopefully its something simple because I'd rather not manually move over 175 updates.

Hi Travis Henning, Shalini Kapoor, Ethan Dang
Go to the Choice field --> Personalize dictionaty --> Go to Choice list section --> Add a Column 'Updates' using list edit --> and Change the count.
This is will help you capturing choices in a Update Set.

I tried the same steps which you mentioned above but it is failed to capture in update set.
Is it possible to capture the choice list in any other way.

Please take a look at this guide (1) here. I think you probably overlooked that when you change Choices, the entire "Choice list" is saved in the update set.
In my screenshot I changed several choices, which were all saved in the same choice list. This is the difference between created and updated timestamps.
