View Department tickets in employee view

Is it possible to create in the employee view, for say a manager of a department to see all the tickets logged by employees associated with that department?

I dont see any difference here, it still requires a role, whether you have one or you assign it programmatic, and as far I understand if you have a role, you have privileges or if you are an approver,then it requires licenses, but I can be wrong.

I too am curious of the capability. Our scenario is if somone (Joe) submits an incident, we want that submitter (joe) to be able to add a reader (suzie) on the order form.

That reader (suzie) will then be able to read/see the ticket that Joe submitted. Joe might be out of the office for a few weeks so he may want the office admin to monitor all of his incidents.

If there are best practices for this scenario, I'd love to hear them-
